Outward Processing Permit (OPR) is a system that allows products or goods in free circulation in the Turkish Customs Territory to be temporarily sent abroad for further processing, repair or renewal, and the resulting product to be imported back into Türkiye with full or partial exemption from customs duties.

This document allows companies to use external resources for processing activities that cannot be done domestically or that can be done abroad with more affordable costs and technology. HIIB comes into play especially in production processes that require advanced technology, specific repair or renewal operations, or when it is desired to benefit from low labor costs. Thus, companies can optimize their production costs and increase their international competitiveness.
