
YYS Document
The Authorized Economic Operator (AEO) Certificate is a document issued to real or legal persons and public institutions and organizations established in the Turkish Customs Territory, including free zones, and who have been actively operating for at least three years. To apply, it is necessary to provide documentation proving that the following conditions are met:

There must be no criminal or conviction decisions against the company's partners, board members, and authorized representatives. There must be no finalized accruals or penalties under customs legislation, no debts under tax legislation, no debts under social security legislation, and at least one hundred declarations must have been processed at the customs administration within one year preceding the first day of the month of application.

It must be proven that the applicant's commercial records and, if any, transportation records are reliable and traceable, as determined by an examination conducted by the Ministry, and that the system established to evaluate the results of this examination is sufficiently robust.

The applicant's financial structure must have been examined by a sworn financial advisor based on the three years preceding the application year and concluded with a favorable opinion in a report.

It must be proven that the applicant has adequate safety and security standards, as determined by an examination conducted by the Ministry and the results of this examination. 5. Possession of valid ISO 9001 and ISO 27001 certificates, issued by conformity assessment bodies accredited by accreditation institutions that have signed mutual recognition agreements of the European Accreditation Cooperation, and bearing the mark of the accreditation institution.
YYS-I Status Conditions;
YYS-I status is granted to those who meet the following conditions: a) Being a manufacturer. (Supporting documents such as capacity report/expertise report, etc., must be submitted during the application.)
b) Having realized actual exports amounting to at least five million US Dollars in the calendar year preceding the year of the YYS-I status application, or within one year preceding the first day of the month in which the YYS-I status application was registered.
c) Employing an average of at least fifty workers within one year preceding the first day of the month in which the YYS-I status application was registered, or having realized actual exports amounting to at least ten million US Dollars in the calendar year preceding the year of the YYS-I status application, or within one year preceding the first day of the month in which the YYS-I status application was registered.
YYS-II Status Conditions;
YYS-II status is granted to those who meet the following conditions: a) Being a manufacturer. (Supporting documents such as capacity report/expertise report, etc., must be submitted during the application.)
b) Having realized actual exports amounting to at least one million US Dollars in the calendar year preceding the year of the YYS-II status application, or within one year preceding the first day of the month in which the YYS-II status application was registered.
c) Employing an average of at least thirty workers within one year preceding the first day of the month in which the YYS-II status application was registered, or having realized actual exports amounting to at least five million US Dollars in the calendar year preceding the year of the YYS-II status application, or within one year preceding the first day of the month in which the YYS-II status application was registered.
Share of Group Companies in Determining the Minimum Export Amount;
In the calculation of the minimum export amount determined for both YYS-I and YYS-II statuses, the recorded export amounts made by foreign trade capital companies, sectoral foreign trade companies and/or group exporters (according to the records of the exporters' association) are also accepted as the exports of the group importer/group manufacturer and are taken into account during the application.
Companies that currently hold YYS status should first evaluate their own conditions, and we believe it is beneficial for them to apply for YYS-I or YYS-II status. This is because firms holding one of these two statuses will be subject to fewer document controls and fewer inspections compared to YYS-holding firms without any specific status.
According to the regulation, individuals holding an Authorized Economic Operator certificate but not having YYS-I status will need to apply for this status to conduct import operations at authorized consignee facilities. This is because authorized consignees will only be able to process transactions for YYS-I status holders at their facilities.
One of the conditions for obtaining on-site customs clearance permission for imports is to have YYS-I status. Without obtaining this status, on-site customs clearance for imports does not seem possible. In this sense, applying for YYS-I status might be a more appropriate decision for companies aiming to obtain on-site customs clearance permission for imports.
As for companies holding YYS status, if they meet the conditions for YYS-II status, it may be beneficial for them to apply for YYS-II status to take advantage of being subject to fewer document controls and fewer inspections.
